Yes. Under the Plumbers, Gasfitters, and Drainlayers Act 2006, all drainage work must be done by or under the supervision of a licensed drainlayer. Stormwater drains, wastewater pipes, septic systems, all of it. Unlicensed work is illegal, it won't pass council inspection, and it creates real problems when you try to sell the property. It's not a rule that's worth testing.
Auckland's heavy clay holds water rather than letting it drain through. For groundwater problems, we install subsoil drainage: perforated pipe wrapped in geotextile fabric, laid in gravel trenches to collect and redirect the water. The design depends on your site's slope, water table level, and how the clay is actually behaving on your property. A system that works well on a gently sloping Coatesville section needs different pipe spacings and soak pit sizing than one on a flat Papakura or Henderson property close to the water table.
Stormwater is rainwater off roofs, driveways, and ground surfaces. Wastewater comes from kitchens, bathrooms, and laundries. Auckland Council requires these two systems to be completely separate, stormwater can't enter the wastewater network, and wastewater must never discharge into stormwater drains.
